C is a low level language.  The designers of C may think that they need them all just to make it easy to program in many situation.  However, to make the machine simpler and faster, the hardware architecture does not need them all.

In my opinion,  the designers of MIPS didn't include more instructions for making decisions because they want to make the hardware simple and fast .
