Honestly, I am not sure of my answer. If you eliminated recursion, it would be like not allowing a procedure to call a procedure because in essence that is what it is. So I do not see how we could eliminate procedure call steps if we were forbidded from using recursion. My understanding of $fp is weak but my guess is that you would eliminate use of that.
