From my understanding of it, no - while op-codes might be the same and the various offsets could be similar, MIPS instructions are unique. Each operation has its own unique opcode and funct that allow the instructions to be slight different yet at tims accomplish the same thing. 

Your Answer for Question 2:
PC relative addressing takes into account the number of instructions between Here and There and accordingly jumps. The offset is limited to 16 bytes and therefore if There happens to be more than 2^16 instructions away, the assembler might lose track of it causing malfunction.
