No this would not work as expected. The input to the second flip-flop would always be needed 1 clock cycle before it got there. The clock-to-q delay would  give us unexpected results.

Finite state machines can be used every where in real life. One example would be if a supermarket wants to give every hundreth person a prize they could use a FSM to trigger some output each time the hundreth person in a row walks through the door.
