It depends on how long it takes for the flip-flops to react to their  inputs, on the clock cycle, and on what is expected. If the propagation time of the net system is less than a clock cycle, then both flip-flops will have the same value when sampled.  I suppose this could have a positive effect if the second flip-flop was meant to delay the signal.  It would be negative if each flip-flop were intended to output a different value.

Routers:  Packet flow control.  Route the packets where they are being used.  If some other device requests data, switch to it.  (Similar to the traffic light example)

Heaters: If it is hot and the heater is on, turn off.  If it is hot and the heater is off, stay off.  If it is cold and the heater is off, turn on.  If it is cold and the heater is on, stay on. (hysteresis)

Anger: If I am mad at my girlfriend, stop.  If I am mad at someone I don't know as well, dwell and grow bitter.  If after being mad at someone else I spend time with my girlfriend, stop being angry.  If I am not mad at someone else, remain in that state.  If I am not mad at my girlfriend, live in peace with her.
