I can work depending on the clocks of the two flip-flops
if the clocks are synchronized so the clock edge of the second flip-flop starts setup+hold time after the clock edge of the first one in another words including the delay

Fax machines in sending several pages,dialing ,receiving the ready signal, sending each page one at a time.
elevators: should have a machanism to change states and go 
to the next person's requested floors(when there are several people in the elevator).
toll plaza/trains crossing gates;closing at the approach of a car/train and opening a few seconds later.
