because in general the operating system knows what frames it is dealing with, so it doesn't try to access information that it doesn't have on hand as much

it wouldn't work as well because the entries wouldn't move in a natural order as well.  As it is all entries mod something are pages within the same super page.  If this were not so, a double shift would have to be used to isolate the super-page address.
