Though there are fewer entries in the TLB, each TLB entry refers to a page size that is much larger than the block size in a cache.  Thus, the TLB refers to more net info if all the links are followed.   Accordingly, the number of misses will be fewer.

The book does not explicitly refer to super pages, so I'll have to make an assumption.  Namely, I believe that since virtual memory can be implemented in hardware, that the hardware could be designed so that a certain bit field refers to the super page and another refers to the 2nd level page.
